Cecil carrying a heart sign, what task is that?

I would also like to know. When I send him on his 1 hour or 24 hour task, he just walks around doing nothing. His other tasks work fine. All but 2 of his tasks are visual, but it must be the 1 hour or...

It could just be the animation EA set Cecil to do in a town when you visit. I've noticed that characters don't do the same task they are set to do when you visit another town. A lot of times I set my characters to 4 hour tasks and when i visit my main town using a feeder town, my characters are doing a 12hr task.
