The gamblers all eventually go to the casino. Previous events, the wanderers would come to the player's center of focus. So you had to hold still to get them to gather.
Now i just go about my business and wait for them all to show up at the casino. Seems easier than ever.
Same here, kept all my streets. All gamblers eventually make it to casino. :)
