A favorite quoted from said episode, your 100% right however, i've done this in the past mainly THOH and Xmas, but as i've expanded it simply becomes to difficult to place and replace roads with rivers, i dont use cement because cement is under some of my buildings as grass doesnt give it the right feel you know?
If they had a dirt road however..... the other issue is placing rivers on roads if you just try to pave rivers over the roads willy nilly every second tile will become a bridge,so its kinda frustrating.
Long term: i would do this if there was a 5th option or so, you have grass, cement, roads and rivers but each have a place, my 2nd town will adopt the "cement roads" idea but its too late for my main town, unless it becomes 100% necessary its simply too much work for a payoff that isnt up to par.
but if we ever get dirt roads the answer will be a gritty, in-your-face yes
