I'm keeping my roads.
And, in my personal experience (in some of my neighbours towns that have the one strip of road set-up), with all of the most recent events the things we are supposed to tap often wander off of that one strip of road - and get caught up in the mishmash of buildings and decos - often behind them - making them difficult to find. And when they don't wander off that one strip - all the characters crowd the road and it's extremely difficult to tap anything - as they have already said in the above quote.
I will say, though - it seems to work quite well for one of my neighbours. But only that particular one. I always find what I'm looking for in their town really quickly. And for some reason their characters don't seem to congregate all on that one strip of road in the same place, and the things we are supposed to tap seem to stay on the road and not wander off.
So I'm guessing that for some people it works and some people it doesn't.
I'm not going to drop any neighbours over it. That is how they like their town (which is the most important thing) - and if it works for them then that's great! But I myself don't like it, and don't want to mess with my roads when it's been easy enough in my town (at least for me - and I'm hoping for my neighbours, as well) to find what we are supposed to be tapping - in this case the gamblers.
EDIT: When it comes down to it - do what works for you. Roads or no roads. What works for one person doesn't necessarily work for another.
