Concert tickets

So when I was upgrading to the next level on the concert tickets I scrolled left and right on the items list. I upgraded to the next level and my ticket total didn't change. So I repeated this until I maxed out on ticket levels and I still have 500+ tickets...is this a glitch?

    Things that work in unexpected ways might be defined thusly. Unintended feature is another appropriate term.
