- Hard question to answer. One of the main goals of boosting conform-o-meter is to get more cash faster, to XP level up faster, and ultimately get more donuts.
Halloween allowed us to craft wailing walls that came with a 2.25% bonus. Free decorations with multipliers are awarded from time to time in the game.
Most of us with very high multipliers got it by the glitch where tennis courts could be crafted (SH) and came with a multiplier, as well as wailing walls.
I would wait it out for chances to boost for free.
However if you want to spend donuts, the jet engine bike is the best value right now - 30 donuts with 2% multiplier. Best value I've seen is 20 donuts for 2% multiplier during a past event.
ETA: keep in mind it took a fair amount of time for those with 500%+ multipliers to get there. - So its not worth buying stuff with doughnuts then really
Just save up enough money, buy aload of bloodmobiles or rat trucks - Look for the cheapest decorations with the highest multipliers. Jet Engine Bikes are the best permanent ones, although they sometimes have ones that are good deals during events.
I think it is worth using donuts on decorations with multipliers. These will pay better than buildings. At 40% it's probably going to be difficult to donut farm. One thing you can do is put out all of your Springfield Heights buildings to add up to 153% xp bonus to that score. It will remain hidden because they don't have a meter for xp only. Also, the Private Islands must be upgraded above Level 1 to receive the xp bonus. - How many donuts do you want to spend for a few free donuts?

It's pretty big for donut farming, but it won't give you more money. The one left out on the chart (Private Island, for 1% each) is the only SH building that needs upgrading to get the bonus. You might save your donuts to see some of the offers that come - usually every Tuesday to Thursday. 40 donuts for an item with 2% bonus is good. The better ones are rarely permanently available in the store. Anything less than that, you should just buy if you like it. Also, the Mystery Box can give you News Vans and I&S billboards (and even donuts) for 6 donuts. For me, I always get junk items from the first 3 boxes and premium items from the next 2.
