Corn Tapping
I understand your bitterness, I've seen it happen myself as well. But you have to understand that people might not be aware of the whole stacking technique and just tap away. Also, on my old iPhone...

But if you visit your town and don't tap your handshake or if no neighbor visited you so there isn't an extra handshake to tap, the potential number of handshakes your tappables can hold accumulates.
In other words, log in and log out of the game for no reason in order to get more handshakes later if you are stuck at a set number of handshakes. For example, logging in and out 3 times for no reason when you are stuck at 3 handshakes means next time you can see as much as 6 handshakes assuming your neighbors visit.
