I think she becomes available once you start the Easter event with the three 24 hour tasks with Homer, Apu and Willie.

Usually I'm a very prolific player - particularly during events when I'm in and out of my neighbours towns every day. But to be honest I really didn't enjoy Valentines Day, even though I did complete the wheel, and I got busy with work (I'm self employed) so it seemed like a perfect time to have a hiatus.
The game works for me, not vice versa :-)
If Valentine’s Day made you stop playing for a while, then this event will make you quit playing for ever. Instead of one wheel, this event has three and the odds are worse than the previous ones.
