Summary: Monsarno only levels up to 7 for Act 1, each time giving more characters the ability to earn corn and fertilizer. Looks like the way to earn enough to craft is to level this up and get all possible characters out earning event currency.
Some have mentioned leaving one character of each group free to ensure you can do Cecil's daily tasks. I think I will gamble on this and send them all anyways, should be able to store someone's building to cancel only them out.
Since I started this thread I kinda thought that may be the way to go too.
