It rounds up. In act 1, I completed my 20% goal at 18.5%.

I had it complete at 18.4 for the 20% one. But yea current 35% is cap but you can go over that and have a head start for act 3 and a big recommendation is get the forge crafting to L7 and ready for act 3

Ah so now I got to 35% already but if I still craft forge items, their % will be added in Act 3 when the cap is increased?
