Because pt 6 shouldn't start until completing pt 5. Come on, man
It rounds up. In act 1, I completed my 20% goal at 18.5%.- I had it complete at 18.4 for the 20% one. But yea current 35% is cap but you can go over that and have a head start for act 3 and a big recommendation is get the forge crafting to L7 and ready for act 3

Ah so now I got to 35% already but if I still craft forge items, their % will be added in Act 3 when the cap is increased?
yes, if placed on the landing zone- no one knows what, if any, will be given a bonus. If they do, its usually a few years before they do.

Aside from the famous wailing walls, most of the stuff that turns into bonus% years later is prize track stuff. That has been my experience anyway.
I'm with you though, I'm only crafting chalets.- I craft one of each. Then extras of what i want. Which will be income buildings.
