No it doesn't the people who got her in October got her for free in game money you had to use donuts

After this hotfix has anyone noticed that when you visit towns it says "friendship level maxed out" but the bar is only partially full AND you still get FP's ? So weird. I can only tell how many FP's I have now (after the hotfix) when someone graffitis my buildings.

If your device picked up the hotfix, then no. My iPhone always takes a force close to get the updates so I was just able to get it in my feeder town. My Android tablet with my main town picked it up on its own so I was lucky I jumped on it this morning.
