It wont be added at a later date, it has been released and thats that really tbh, would be nice if a task was added to he walked around town then eating the car (idea suggested by Chrisgyo)

The cider stand is most likely to return during the Christmas update. As they have recently renamed the formally Festive Hot Drinks stand to Christmas Hot Drinks stand. Just hold out hope that Springfield Falls may return as a Christmas / New Year Deal.
