Since the OP mentioned he started playing during the Wild West event, surely he hasn't unlocked certain characters needed for trick-or-treat. As well as not having any of the 4 characters that give extra currency (Count Burns, Suzanne, Boobarella & Space Mutant)
It should be a little hard for him/her considering these things. He/She just has to keep trying. All of us were in his shoes one point or another.
