Do you have anybody on a trip to Germany? It seems you can only send one person to a given country at a time.
Try this. It worked for me when I got stuck yesterday:
First make sure you have several free characters. Go to your standby list and write down everyone. Exit the list and send all those characters on tasks. Go back to the list. Keep doing that until the right destination shows up.

That answer appears to be duplicated from the second column into the third column.

I have the same problem today with the Casablanca destination. I had a character already on that flight when the 'house in northern Africa' came up. So far, it hasn't come up as a destination again and the flight finished an hour ago. This has happened before. I have reset the characters twice.
My tickets are glitchy and I have 0 tickets after leaving the game and coming back later. This part is really bad, as I don't have any tickets available after waiting 20 minutes.

Partially corrected: an Egypt destination finally came up and was accepted for the N Africa quest.

The sporadic tickets are still a problem!
