They "went premium" at the start of Halloween.
Usually things get bumped up to a premium rate when they're offered for sale for donuts.
So this Xmas, be prepared for last year's things to start paying premium rate (eg. Santa Flanders, Ebenezer Burns, & buildings like Ice Rink and SF Mall) if EA plans on re-selling 'em at any stage during the event.
