I would imagine the moderators like to engage in a little bit of educated guessing, maybe have heard a thing or two from people they generally find reliable, and even like to have a bit of fun while doing their jobs. So they tease a bit, maybe good info, maybe not.
Frankly, I'd be kind of shocked if there's no "real" update this week (i.e., not just another Gil deal or sale). It seems like a lot of people are at the end of their tether waiting for something decent to happen and there's too much competition these days from "other games" for developers to just ignore adding content to a game like this for several weeks on end.
Anecdotally, I can say that A LOT of my own neighbors have been going inactive lately. There are always a few every week who go off the radar, but in the last week or so a frightening number of my neighbors suddenly have nothing to tap. That ought to scare the crap out of the developers. It's my experience that most of my neighbors who disappear for extended periods never come back.
