I hate how it looks, but I got rid of my roads and I'm really happy I did it. I was on snakes at the time and it really helped. Not all of them went to my one block of roads, but most of them did. Since the game is so slow and laggy, any bit helps and keeps me from throwing my device out the window.

I stockpile well over 100 terrors. I only drop them once a day, so they add up. Then I drop them at a rate consistent with how many I have. Like if I have 248 terrors, I drop two per town. If I had 425, I'd drop 4 per town.
