I was going to do this but when I done it to Springfield Heights it was so ugly looking that I put the roads back. I do have a lot of road surrounding the campfire though so at least 3 nightmares will spawn there for neighbours and I also am using decorations to point out which nightmare I'm spawning.
I have four decorations in each corner of the campfire:
Popsicle stick disco stu (zombies)
Tube slide (snakes)
Rabbit hedge (rabbits)
Spooky tree (skeletons)
Whichever one is not surrounded by stop signs is the nightmare I'm currently spawning.

I strongly recommend everyone follows this idea.
Just like you, I tried removing the roads. After removing about 1/4 of them, I put them back. I really hated how it looked. I apologize if this inconveniences any of my neighbors. Normally, I try to be a good neighbor.
I am now using the 4 decos you mentioned in front of my campfire. Instead of using all 4 with the stop signs, I made a little corral and placed the current one in it. The others I hide behind the 3rd Spooky House (already had 2) and swap them out as needed. I also put the Welcome Ants sign out to draw attention. Side note - get rid of your terrors people! You're not helping yourself nor your neighbors by holding on to them! When I pass mine out, I've stopped going to people's towns who have 100+ stockpiled since they're not going to return the favor.
Not true! I'm passing them out like candy to my neighbors and still have a bank of well over 100. I can't get rid of them fast enough, not to mention I can't put anything in at least half my neighbors' towns because they're already full when I get to them.
Also, I do think Wadebear has a point; however, my problem with the neighbor visits isn't the time spent looking for nightmares, it's the loading time for each and every town! I'd love to visit all of my neighbors on each round, regardless of crafting materials gained, but the loading time makes this impossible. EA needs to fix this. It has been an issue on almost every event this year.- It's ugly, but I'm going to put them back after the event. This has been the hardest event ever in terms of neighbor visits. Maybe we should friend others who modify their towns for easy access. Of course that means that those who don't do it will lose neighbors.

I'm breezing through this at a quick pace and I'm not visiting neighbors either. Are you really seeing a noticeable difference with those 30 visits? I'm almost done with this act's prizes and I've done almost no visits.
- Isnt it just better to release those monsters, youll get more crafting material then just using the 3 actions

Wait...can't you tell by which kid is telling a story at the fire? Or does that not show up when you visit a neighbor?
Yeah it does show when you go on to your friends towns. :)
Only if the storytelling task was set less than 4 hours before your visit after that the child will walk away from the campfire with the rest of them.- wadebearRetired Hero

But you don't get any donuts that way...
I do the Friend Actions for the donuts. It might be different if I didn't have so many of the kids (I've been weighting my my premium purchases towards kids all year) but as it is I'm already at Level 7 and probably already have enough resources to craft everything in the event.
Since February 1 (when I started keeping track) I've picked up 239 donuts in my A town and 232 donuts in my B town by doing my Friend Actions. For a freemium player like me that ain't chump change. Heck, I just picked up 3 donuts today... - wadebearRetired Hero

If you have have separated sections of street the characters will wander between them. I found this out when I tried putting a few squares of street over in the Heights to try to keep my crafting characters over by the Shop (etc). Crafters kept wandering back over to my main area, and non-crafters kept wandering over to the Heights.
