At the very least it's the going rate for a character that almost everyone would feel their town can't do without. I'd saved up pretty much exactly 300 donuts going into this event. I felt a bit bummed having first short-changed myself on land tiles and then shelling out my whole stash for a single character. Otherwise I'm pretty happy with how the event has opened up the town.
