Donut Torture Device
It's the last item under the prize menu (trophy) in your town - for collecting probes. Same menu as the mutant peacock. Scroll all the way to the end of that under the probe tab (the one we're currently on).

Did not realize you could scroll on that. Lol - Anyone have it yet? I'm curious to know what it does exactly.
- I have to go look at the info again, but I thought the donut torture device was in the third set of prizes that don't even start coming up on the prize list until October 31st. Must be mistaken?

In my game it is in the first tab all the way at the end.
