It sounds like you have a bigger problem here. I'd start by doing a clean reinstall of the game.
Make sure you know your log in name and password.

Log out of the game.

Uninstall the game from your device.

Turn your device off. No, I did not say restart - I said TURN IT OFF.

Wait at least one minute.

Turn your device back on.

Install the game.

Start the game and wait for it to finish downloading ALL the updates before you try to play. VERY IMPORTANT! Do NOT try to go ahead and play. That's for new players only.

Log in to the game.

Now start playing.

If that doesn't fix your problems try storing a bunch of decorations and buildings you don't need. Cut it down to the bare basics.
If THAT doesn't fix your problems try borrowing a different device - preferably with a different OS - and playing on that device. Sometimes that fixes the problem. It's worked for me.
