I think the problem is that there is no pop-up to tell us when we've cleared out all the criminals. I go over the same area maybe two minutes after scanning it and suddenly there will be two more criminals where there weren't any before.
That is a definite problem and it does make things more frustrating, but I can spend a good 10 minutes looking and they are definitely not there. My second Springfield especially so, it's simply too small for criminals to hide, even with Wiggum on patrol!
