Do you play on an android device? Then the fastest way to safely delete friends is via origin's scrabble app. Look up the profile of the person you want to delete, tap the + and choose "delete". The neighbour is gone instantly and the slot con be filled again without delay.
The update actually made it possible to unfriend through Tapped Out.
I'm having the error as well. Guess I'll have to boot up the software on my computer again.
