Just wondering is this always available or it this building/character combo limited time only? Just wondering before I decide on picking it up.

You will need to get Leopold to do the 4hr joint quest. If you send Chalmers to do another task, or to do his 4hr task through the UO; Leopold will be left high and dry.
Unless you have something like the walking KEM for Leopold; or feel the need to put him on an 8hr task.
