Unnecessary. The characters that do the Dossier tasks cannot be sent to Gather Intel. I found that out last night when I was writing down the characters used to Gather Intel Homer and Moe had disappeared from the list - they had the Dossier task instead.
If you have Camera Hat Homer, Homer is in the the Intel task lists so you can't complete the Dossier task unless you assign the Dossier task first. ;)
