Evil Homer wants work

I've been noticing today that after I've assigned everyone to jobs, Evil Home keeps showing up in the person selector icon in the upper left of the screen. I click him, and the game takes me to him, but there are no jobs for him to be assigned to in his job menu - it's just blank. How can I get this man work so he'll stop pestering me for handouts??
