Looks like the new update in the App Store fixed it. Double check, but looks promising.

I am on Android and for me, the Mr. Burns exercise tasks works fine UNLESS I try to change the map at all. Like even clicking on something to buy and not placing it somewhere will cancel that task and the one where Fat Tony's henchmen put that guy in a barrel.
So if I put those tasks on, I can't update my Springfield, otherwise those tasks just end.
