I really wish my neighbors would keep characters either inside or stationary. It'll take me 24 hours to rein all mine in, but once I do I'm pretty diligent keeping them out of the way. Some of my neighbors delight in putting all their characters out during an event. Why??
I don't get it. It's harder to find the things to tap on when the streets are so crowded. Why not keep them out of the way? Just common sense. It's always seemed like the courteous thing to do--to make it easier not just for me but for my neighbors....
The other annoyance is putting the landing site far away from roads. The roads are where you find the items to tap. I hate having to scroll halfway across someone's town just to find a road.

What you're seeing in your neighbor's towns is what the game randomly shows you. You don't see the real tasks your neighbor's have set their characters on. Set yours on 24 hrs. No one will ever know. I promise :)
That's a surprise to me. I speak regularly with a friend who plays and often complain to him--in a friendly way--about some of the tasks he chooses for his characters. When I visit I see the activities he has sent them on. And I know for a fact that he can see, in my Springfield, Rod and Todd on the see-saw, horrified at the centerfold in their line of sight that Dolph is drooling over. Patty and Selma are Always Smoking in front of their apartment building, and he sees that too.
I'm not saying you are mistaken--I don't know. I can only relate my own experience.
Visible tasks don't change, but any character on an indoor task is given a random visible task.
