Most handshakes don't give us bells. Handshakes on the cannon does give bells. Tap cannons! And elf hatches!

Seems these are tapable as soon as they are cleared I have noticed too.
Keep them clear. I am finding handshakes very frequently. I think these are clocking bells up pretty quickly.

Now here's the big question, is that for all taps? Once I reach the bell limit, does those taps still assist the neighbor?

Yes, keep tapping the cannon and elf cave for your neighbors.
