Yes its the first time this has happened and may be the start of more items like this to be unlocked with premium

wait how is it an uncompleted quest? It starts after doing the first quests with luanne... how can u have it without having luanne?

the truck shows up as an unlocked quest item avaialable for general purchase, but apparently will remain grayed (or greyed) out forever if you don't purchase the cracker factory. bit of a *...
