According to the list I've been working off of he's a Civil Servant, which I thought rather odd, but he's not on Crafting task in my town with all the others.
My initial research confirmed him as a Civil Servant, but according to tstotopix he's a Celebrity.
I think being listed as a Civil Servant is one of those "somebody else says this so I'm saying it too" things.
