Freddy Quimby: Civil Servant?

I called EA and they confirmed that Freddie is a Civil Servant, but the rep was unable to send him on a task to earn event currency. He didn't know why and had two suggestions. First, he thought there might be a limit to the number of characters that can be sent on this task, and second, he suggested I reinstall the game. I started this game last Autumn so I don't have nearly the number of characters many do, but has anyone heard of a limit like this before?
