You only get FP's in your town when you clean graffiti. So, to be nice to your neighbours, try and graffiti their towns for them. The friend request thing, they may have just been typing in rand...

Re - the friend request.
I've had that happen also. I already had some neighbors in my feeder town and I assumed one of those neighbors shared my information with a real life friend of theirs. I'm a good neighbor (visit every day, tap on appropriate bldgs/characters and clear out my town so it's available to tap or leave gifts.
