I only saw it in my second town, since I visit it sparingly but I have neighbors visiting me daily over there. So there is some time frame where it forgets the name of the last person and inserts "Frink" in instead. I find this to be the most believable case.
Well I think so too but I can confirm it's not 24hrs I hadn't been on for two weeks and when I finally got back on it wasn't Frink who tagged my buildings. But maybe there's no set time and that it's random
