Further investigation on next issue

I assume you won't need the clownface skin to get the issue 2 quests, just like you won't need Frink to progress in the tutorial.
Probably having clownface will unlock extra Krusty quests, in addition to the issue 2 mandatory quests.
At least, that is how I would code it.
