In some ways it's unfriendly, specifically by being blocked from continuing the quests.
nissa762 has it laid out pretty well, but I'll term it my way anyways. If you're on level 27, then just buy up and start just the first part of each quest until you get to Quimby. You only need to complete the first part of each quest (which is usually finishing the buildings) and then the leave those in the task bar and focus on the next quest that unlocks. Check the wiki for each level if you're confused as to which one helps you advance (because it can get confusing).
My first event I was blocked because I hadn't reached level 22. It's still true nowadays. I really liked that I was able to get Sideshow Bob after the event even thought I couldn't continue. That was great for a new player. But, did you notice how that wasn't the case with Maggie? If you didn't reach level 15 and get Marge in time then there was no way for you to get Maggie (not even considering her game).
Just so you know, sometimes these event quests will continue until you do unlock Quimby (or other that is needed), even after the event is "over". I can't guarantee that, but I have *. Easter and Valentine's Day still in my task bar for my alternate game.
