As others have said, we've all been there. And level 30 or so is the biggest hump to get over in that regard. In fact, much of our current collective frustration with events/mini-events/ongoing projects as max-level players is that the same ol' pre-level 31ish characters are required for EVERYTHING quest-wise.
Maybe it's a good sign that Paris Texas was one of the Freemiums capable of participating in the Casino event. While she may technically be available to a Level 30 player, the amount of XP you get just for flying through the REV points to hit a billion should put you well above Level 30. So maybe in the future we'll see more later-level characters optionally involved, the way that she was.

Generally EVENTS are not nice to new players, think about it, even though they require characters obtained in the early levels of the game, at various points in the questline or in order to generate event currency a character unlocked later in the game is needed.
Problem is things are changing, when i first started i was powerleveling without realizing it.
It was the beginning of Tapball i was level 30 and had not obtained Nelson yet cause i was behind on quests took me a day or two of not doing the event to get my hands on him, then two days before Tapball ended i finally obtained the Radio tower friendship prize which had an event currency generating task.
After that event though, most events became a breeze.
Thats why im not a fan of mini events, sure theyre great time wasters but most new players wont finish, or they will but not with all prizes or maybe with all prizes but having spent donuts or slept very little.
On the other hand....
everyone has been saying it, its the year of the donut, obtaining donuts nowadays has many, many entrances.
Sure if your a new player you missed out on a lot of ways to obtain free donuts (maggie, monorail, rocket has a chance of debris which in turn has a chance at a donut) etc. however daily tasks changed that so saving donuts has become easier.
And finally yes, lv 30 is the beginning of the true benefits in the game, the unemployment building is an odyssey in itself, however once you hit the late 50s you will realize as we all have that the early characters are used for literally everything and you will get annoyed.
Lesson learned:
New players complain they dont have the characters needed for the event,
Old players complain that the same characters are used for every event.
But, whats new?
