Thanks to everyone for your advice. I'm still tapping!
From reading this thread, I've gathered that I'm just in a difficult part of the game where I need to accept I can't complete certain events. I'm letting the fire event slide and just pressing on with my quests.
I'm letting all of my quests complete, so all of the characters are available, and then starting from the task bar. This is making quest completion much easier, so many quests require multiple characters to be available.
At the moment I'm just stacking buildings in a messy fashion. I'm intending to do a proper build when I get closer to the top level.
