Maybe, but since it's for commercial game it might not be covered...he might have to be free or dirt cheap.

Mindy Simmons voiced by Michelle Pfeiffer. So a precedent is there for it to happen again.

The difference though is that mindy is not a celebrity. She is voiced by one (although not in the game) but the character herself isn't one. George bush is a (living) celebrity and there isn't one of those in the game.
Mindy is also a fairly important character in the simpsons history - representing as she does the first real test of homers love for his wife - whereas George bush was just a one shot character. Much as his episode was funny, there's not really enough reason to bring him in to the game. Especially before such fan favourite characters as bleeding gums Murphy and marvin Monroe
