Having the same issue, however pretty sure I know the cause of mine.
I think the problem may lie with the way that sending quests have changed. Previously, for example, if you had 5 of 6 done, you could still send everyone possible to do the task (and so potemtially get a jump-start on the next set).
For this Redwood quest, once you reach 5/6, you can only send 1 person, not everyone that could do the task before.
I stored some buildings to get characters off the task so I could use them elsewhere. I'm now that many short of finishing this part. I'm guessing the game thinks I've done all 6 parts (even though they may have only STARTED the task, not FINISHED it) so I don't need to send any more people there.
I suggest that people let these Redwood tasks finish in full, until EA fix the issue.
(Really hope they don't try to roll back my game - can't be bothered re-doing Monieail again this week!!)
