There is a way for current players, who are playing, and are not hackers to have Gil in there town. If you stopped playing the first time Gil appeared and did not log in for an extended period of time (months to a year) then Gil somehow got "burned" into your town. I know this because one of my fiance's feeder towns has Gil roaming around in it. You can not click or him or interact in anyway. All he does is center himself in your screen and beg.
