I'm going to play devils advocate (hope I don't take too much heat...). Usually there is some form of "currency" we can hoard at the end of an act to carry over to the next to get a jump on start. Usually things you drop in neighbour's towns or not collect from a building, etc. I know there was talk on here about holding their snowmen and gingerbread houses on the last task be for the 5th upgrade in the hopes of gaining 2500+ for each building in the new currency.
I actually think this is not a glitch but EA purposely making those buildings part of act 1 only. No hoarding tricks to get a giant head start on the next act. If you didn't fully upgrade because of this reason then you can't really be upset by this. If you were trying to get it there legitimately and just ran out of time then that is kinda crappy but also part of the game that not everyone makes it to the very end of the act.
I hope I didn't offend or provoke a backlash but it's just my 2 cents. :)
