Try storing, force closing and then putting out milhouses house and the treehouse.
If the game is triggering the next questline or you started another questline, you might have to complete that first before you can continue barts. This is a common occurance of leveling higher than the quest (happens big time due to events and multipliers). By completeing the ahead line, it will trigger/retrigger the previous.
If neither of these work, contact ea support and explain your situation.
