Only so many tasks can be triggered by characters. So if Lisa is supposed to trigger the Treehouse, if she told you do something else first, you will need to build that structure first. Since Halloween, they have limited the number of quests a character can trigger at a time.
You shouldn't have "random" quests, they are all part of the storyline. So while you feel they are not related to getting Bart, they are triggers for other levels (13, 14, 15, 16, etc). So if Lisa gave you the dialogue for level 15, you will need to build that structure before she will trigger Bart's treehouse.
Basically you should just try to keep the taskbook empty. When you complete those tasks, new ones generate and often rekindles other questlines that were paused since the character triggered a brand new quest line.
Squidport ones technically shouldn't interfere with Springfield quests, same with Krustyland. So if you keep building Springfield, the proper quests will come up.
