Hackers
Is there any way we can report people that use hacks? I find it very annoying a LOT of people can still use them without consequences

This isn't a competition game so their use of hacks does not affect you in any way except annoy you. If you have neighbors you think have hacked, just unfriend them and get another neighbor.
