Yes it’s a playable character.

Just got him this morning and he helps fight the monsters.

Yes its a playable character, and helps enchanting the monsters.
Using it to help with the monsters before doing its quests.

Also if you bought the Fantastical Beastarium you can skip for 2 donuts for 100 wands.

But I didn't buy it. Because this event is not difficult. :)
