if you did just start playing than remember to be patient, none of the long time players are having any issues with finishing early without using any donuts.
im just guessing you are new to the game by # of posts and join date but that doesn't necessarily mean you are new to the game

I have started the Western Event when I was Level 55 ( I Think, maybe Lv 54). With this level you have unlocked many charakters to get more "hats und guns". But lets talk about the first part, where you have to collect "hats" and "mining ax". I unlocked many buildings and level up quickly the Western Cityplace to get more bandits and to let more charakters do there quests.
I have the same problem and I am a angry about this unfair move!Let me explain how I played this event.
The first part was about 14 days.
In this time I was every day, twice time online with at least 30 minutes sometimes 40 minutes.
14 Days, every morning and every night 30 minutes.
At the weekends about 1-2 hours ( visit the game every 5 hours).Visit my friends to get more ressources- even if I collect like 6 items- every 24 hours.
I still can't unlocked all items, which are posibble to get unlock. I don't have donuts to get the item in the shop to get more hats and guns.
Do EA wants to force me to buy donuts???Anyway there was 3 swapping possibilities. It's clearly to the third one, which give a little bonus hint/ points. And here is one problem:
If you don't have luck, you get all three swapping possibilities with "mining ax" but you don't have any. So you have to wait until you collect enough. In the meantime you collect "hats" and you can't swapping. I swapp many times the first, sometimes the second swapp and a few times the third. I
take care to choose the swapp, which takes from both ( mining ax, hats) or swap the item i have many of them. In the End I don't know what happened.
And what happend?

I have 4748 hats and only 8 mining ax left. Just 9 hours to unlock the remain items- incredible!
The last three days was like this-impossible!

I don't know why but somehow I have 4748 hats and 8 mining ax.
First issue: Because of this unfair move I could not unlock all items.
Second issue: There was no way to have enough bandits to get enough items.
You have to buy it with donuts.
It was not possible for me to unlock all items. With a talk with EA support, the guy tell me to
spend more time to get this items. Really? I spend a lot of time!! There are maybe some who spend more time and didn't unlocke either.
I know it's a free game, a cool game with nice events, challenges but I can't understand why I couldn't unlock the remain items. I can't understand why I have over 4000 hats left.
I Spend a lot of time. I can't tell you if I played exactly 30 minutes. It's possible I spend more ( If you play you forget time) but this doesn't matter.
Let me finished this whole review ( if you like to call it): I understand it's a free game but there is no chance for free player like me to win at least one events, if you spend a lot time and can't even reach the penultimate item. This one was a unfair move to force to buy donuts if you want to have all items.
