Hats, hats and more Hats
I've only made hats during one cycle in Act 2. Currently I'm at about 1000 hats less than I had at the end of Act 1.

Think that the random selection of items sometimes gets stuck on one item more than the others leading to an imbalance in the required items, so far during act 2 I've made nothing but guns guns and more guns the other items have been replenished by the bandits etc, sometimes random selection just isn't random enough.
