Yes, it does have sound. Go into your Settings app, and go down to The Simpsons:Tapped Out settings, you should be able to turn sound up.

Homer and Lisa are good tests - they are both voiced and make sounds when you tap on them. If tapping on either of them yields nothing, then there is something wrong.
