Well in that case Ray Patterson doesn't payout premium either, (75 trash being the premium rate) hard to tell.
I would more than likely guess that it will be a while before they change that, they already changed the blueprint threshold allowing for almost limitless grinding, so this seems like a secondary issue.
An issue I agree with in principle, but other more demanding issues are at the top of my list.
